Meeting Minutes Essex Long Term Planning Committee (“LTPC”) April 22, 2008; 7:00 – 9:00 p.m. Essex Senior Center Attendees: Bob Coviello, Susan Lufkin, John Corcoran, Eamon McGilligan, Mike French, Andrew St. John, Peter Kellerman, Peter Silva, Ed Howard, Mike Dyer 1. Minutes of the April 8, 2008 meeting were approved unanimously with one change: the date of the meeting was incorrectly listed as April 10, 2008. 2. The LTPC link on the new town web page was reviewed and the Committee thanked Bob Coviello for work on the site. a. Additions/corrections to be forwarded to Bob Coviello 3. Planned update on Conomo Point was tabled to the committee’s last meeting in June (tentative June 24th) a. LTPC members George Marsh and Gordon Martin (alternate) are also members of the Conomo Point Planning Committee and will participate in the update with invited members Rolf Madsen and Mark Lynch b. The LTPC discussed a preliminary statement on Conomo Point: “The LTPC understands the important and sensitive nature of Conomo Point and its long term impact on the Town of Essex. The LTPC will monitor carefully the situation and will receive regular updates from the Conomo Point committee.” 4. The committee discussed and supports the addition of a member of the Board of Health as an alternate LTPC member. We also agreed that we should offer every standing Town committee or Board the opportunity to have a member on the LTPC. 5. Spring community outreach effort a. The committee acknowledged favorable LTPC coverage in Gloucester Times article by Patrick Anderson (Friday, April 18, 2008) b. Inquiries into the possibility of a student essay contest were discussed i. Bob Coviello indicates that the School Committee (of which his wife is a member) would have no objections ii. Mike Dyer to follow up with Ray Randall concerning scheduling with the Essex elementary school c. Sue Lufkin reported on outreach with the Chamber of Commerce and the Essex Merchant’s Group i. LTPC updates will be added to each group’s agenda on a regular basis d. The committee discussed various methods to communicate the work of the LTPC and to solicit input from residents and merchants including: i. Neighborhood meetings ii. Letters and emails iii. School contest iv. “Man in the street” feedback v. Chamber of Commerce/Merchant’s Group e. The consensus of the committee was that feedback should be broadly solicited by the committee through the summer months after which a survey would be implemented. f. The first such meeting was arranged by Sue Lufkin and will be held with the Senior Citizen’s Group (Council on Aging, Friends of COA and the Senior Citizens Club) on May 19th at 1:00 p.m. (at the Senior Center). g. The survey would seek prioritization from town residents/businesses on the key issues identified from the outreach effort h. Upon completion of the survey, a public meeting would be held to present the results of the survey and to solicit additional feedback Due to time constraints, agenda items 6 and 7 were not discussed and were carried over to the next LTPC meeting May 2008 meetings are scheduled for 7:00 p.m. May 13th and May 27th at the Senior Center.
